I have a pretty high end PC
As i walk through any were, town or outside, i get a lag skip every 2 seconds
Top right my S is 160-180 and my R is anywhere from 200-400
What can i do to counter the lag skips and play lag free?

Try this fix. I had never used gamepad before but had one plugged in. When I took it out to move it to laptop my PC got what sounds like a similar issue to you. Maybe similar circumstances?

It didnt work =( thanks for the suggestion
I did have a ps4 + g29 plugged in and did that suggestion, no luck
