When other players' characters are moving, on my screen they run in a cycle of slowing down, speeding up really fast, and stopping. In more popular areas like towns I also get FPS drops down to 27. I've played this game a lot on this same computer before with no problems at a stable 30 FPS; this problem is happening after a 6-month break from the game.
I'm not sure if it's related, but certain objects also flicker, like signs in Bastok.
So far I've tried cleaning out the dust from inside my computer, setting my router to channel 11 (which none of my neighbors use), and resetting the global settings in Nvidia Control Panel to default. None made a difference.
My GPU usage when the game is running is 48-54%. When FFXI isn't running, it's 0-5%. While FFXI is running none of my six CPU cores go above 20% usage.

I would formerly get random computer crashes before I settled on this driver after trying several of them. I would strongly prefer not to change drivers.
If I want to create custom settings for a single program in my NVidia Control Panel, do I make them for Ashita, the FFXI in the PlayOnline folder, the FFXI in the Nasomi folder, or something else?
Also, is there a resource anyone could point me towards to learn about computer hardware at a fundamental level? I don't understand things like my GPU clock, Mem clock, or ideal GPU voltage.
