I think it's just me because no one else I've spoken to has had this issue. So here is whats going on.
Leepe-Hoppe: <burp>... Well, excuse me. As you can see I'm not the slightest bit hungry...

This is what the npc says to me, then turns away. I have all summons, including diabolos. I have the KI Whisper of the Moon.
I also have all KI whispers for all other summons, including Diabolos.
He will not give me the option to undertake this mission. I've tried restarting client, zoning and even waiting a few days and checking back. Any help from Nasomi or if someone knows what is wrong please let me know. Id hate to get to 75 and not have fenrir or even able to get my evoker's ring.

Do you have the 'Food for Thought' quest active? Given he's talking about food and has minor involvement to that quest. Could try completing if so. Or maybe even starting and finishing that quest entirely.

Quest was fixed. Nas had to come in a reset an NPC that was directly affecting the Fenrir npc. Do what miku said try doing the questline here: http://ffxiclopedia.wikia.com/wiki/Food_for_Thought and finish it to the last quest, but you don't have to complete the last quest. If you have done that, or the quest still isn't giving you fenrir, then you'll need to contact Nas like I did. Don't contact him until you have done the link above. In my specific situation, I couldn't do the quests above because one of the npc's wouldn't take food, then that npc affected fenrir npc so I couldn't finish the quests or get fenrir lol. This post is 2 years old, so I am not sure if it was ultimately fixed somehow by nas or if more people are affected. Just try to finish the quest line above.

Miku is right, i finished food for thought, and then return to Leepe-Hoppe, he give me the quest! thank you very much!

A friend had the same problem and couldn't receive the Moolit Path Quest for Fenrir. Completing "Food for the Thought" fixed the problem.
