So I completed Sandy 1-2 on my 'main' character a couple days ago, yet today on my alt the guard just keeps saying "What? I don't want that!" when I try to turn in the orcish scales (I have already taken the alt to the cutscene in tombs). I have even dumped my first scales, ran back, farmed another set just for the same response.
