 Post subject: PLD AF Boots Bug

I'm on the "A Boy's Dream" quest and went through all the steps perfectly even trading the bug to the kid before heading to Oztroja to fish the NM, but whenever I try to fish it, I'm unable to catch anything! Can someone help? Thanks! :)

P.S. I also don't have the Under The Sea quest active.
