So conquest was done this morning and the zones all changed control accordingly. I was online when the change happened and Bastok had the Zulkheim region but when i logged back on this morning San d'oria had it again... Is this supposed to happen??? Thats extremely frustrating...

Sometimes, conquest messes up and there is a disconnect between who actually won the regions.

Because of this, Zulkheim also has Bastok NPCs but is controlled by Sandy. That means Sandy citizens who try to do the supply quest this week will not be able to, unless the Dunes is restarted, which will then spawn the correct NPCs.

Unfortunately, in these cases, it is always the one that shows up on the regionmap after a short time that has 'real' ownership of the zone, so Bastok citizens, even in the case of a zone restart, will not be able to get the OP supply mission done for Zulkheim this week.

So does that mean currently in Valkrum Dunes even though it says owned by San d'Oria it actually has Bastok NPCs?

You can't pick up the supplies if you are Bastokan, so no.

I am from Bastok got the supply quest for Western Ronafure when it was controlled by Bastok but the conquest tally changed. Now I got the temporary item for the outpost. Why can't I get other supply quest for the NPC for other regions that bastok owns as of now?

Supplies reset 24 hrs after conquest does. So in 8 IRL hours your current supplies will expire, then you can pick up new supplies.

I have waited 24 irl hours since the conquest updated unless it resets at Japanese Midnight today like the other ffxi.

Conquest updated at midnight EST Saturday. It's 6 PM EST Sunday now... it hasn't been 24 hours yet (aka, Sunday night midnight EST).
