It happens in several zones. IDK if nas will ever change it... if it can be. When SE added them, they removed other mobs--in some cases it took certain ones completely out of the bestiary (like the higher level version of worms in Dangruf).

Almost all of them have had their levels adjusted back to what the old mobs in the area were. The mage skeletons in Horutoto are the only ones that got missed afaik.
