Sounds like someone is playing games and pulled them away (again). Someone had them up on the mountain by the sheep NM the other night with the PH claimed but the DDoS fixed that.

Why are people like that even allowed to play?

A rage timer for normal mobs could be interesting in this situation. Then again, this could also make it a game to everyone haha. See who can hold on to the lvl 0 bee for the longest like riding a bull.

There is absolutely no reason for these people to be here.

The only way that might happen is if you tell Nasomi about it on naschat, and provide proof if you can.

I think you are allowed to hold any mob for up to 4 hours without penalty. I am not sure if this includes PH mobs tied to NMs but as fast as NMs are concerned you can alter the time for one up to 4 hours. At least that is what my understanding was.
