I'm having a similar issue with character creation. I get timed out when I choose world: Nasomi and then do a check for name and Gold World pass. Loading bar is stuck for 3-5 mins then receive an error.

Error code: FFXI-3113
Protocol time out error

That means the name is taken.

Fix:
Close game.
Re-launch game.
Use a new name
