Yes, buying gil is against the rules.

Nas has automatic systems in place to detect players who buy or sell gil. Nevertheless, if you have strong enough suspicion you could report a player to nasomi through naschat for dealing in RMT. Take note that a new player with some friends already on the server could easily be in the situation of the player mentioned here.
