Yeah, also on your account page it has the type of each account - Main, Alt, Mule. I guess the character that was deleveled was the one using the mule account, which unfortunately for kto was not the least important character of the three. Nabutso, please correct me if I'm wrong but if I remember the rules correctly mules can never go outside city zones, which means they can never level no matter what, they're always supposed to stay level 1, so basically I think kto didn't even really get punished, just the mule has been reduced to the level it's supposed to be. If I understand correctly the mule didn't even lose the items and gil it may have collected through farming, so it's even less than completely correcting the violation - that would mean completely deleting the mule character altogether and that's not even real punishment because the main and alt characters remained untouched.
