If you have trouble getting an Emperor/Empress band from your nation's NPCs, try going to another zone. Like Bastok Markets instead of Bastok Mines.
If you already had a ring, you could use up your existing charges, and then recharge your ring. If you buy a ring, you can't recharge it this week.
