You may have better luck farming the materials for Dance Shoes and trying to get high level clothcrafter to HQ a pair. It was the only way I was able to obtain a HQ without spending millions on an exotic item that is normally not cost effective for the crafter to produce (unless they are skilling up).

If you're interested, Moccasins drop fairly often with Treasure Hunter, and I found are most easily obtained from Yagudo Priors in Castle Oztroja, and Goblin Enchanters in Onzozo.

1hq out of 20+ synths, and that's getting lucky.
