You can unlock ToAU and Kazham access for your mule. Just take note that you're doing so for travel purposes only.

I just wanted to ask for clarification on a couple of things to make sure I am understanding mule usage correctly:

Can my main/alt/both help my mule to gain access to Aht Urghan/Kazham or is my only option to pay the 500k/148k fee?

Can my mule follow my main/alt/both to town to assure their safety if I am doing so purely for travel?

Can my mule do supply quests / gain telepoints to make traveling between towns easier?

Can my mule gain reputation for the purpose of purchasing rank items from the Conquest Overseer?

Can my mule gain fame for the purpose of buying/selling items from/to NPC for a better price?

The rules: "Each person will be permitted a maximum of ONE forum account, which can contain up to 3 game accounts, each with ONE character on them. The 3rd account will be limited to level 10 and is restricted to towns only." and "The use of more than three characters, of which the 3rd will be restricted to city/boat zones only."

As best as I can tell, your answer is incorrect. Based on how we interpret the rules regarding mules and travel in general, I don't see how using both characters to get your mule to Whitegate for the locker would be any more against the rules than the mule traveling in general.
