I haven't seen a post anywhere on this, so if there is already one I apologize.

The elevators in Metalworks in Bastok are glitched and won't go up all the way. Is there a workaround for this? I was stuck on it, relogged, and was able to get off but I can't get upstairs to a quest NPC I need to see.

There's no workaround. They'll eventually do their job, you just have to be patient and wait for extended periods sometimes.

I've found, if it isn't going up, running forward anyway usually puts you up on the top floor.
