I think setting their melee skills (axe and dagger) to E would be more acceptable, as my only gripe with gutting Ranger's melee capability completely (setting all skills to 0 for example) would be how it affects something like Kclub Rng w/ Anni or Culverin. Though it is very rare to see, it was still something that was regarded as one of the if not the highest DPS possible in a meripo setup - at least on retail. Since Ranger's club skill is already E, then nerfing their other skills to E would at least leave KC Rng alone while still achieving the change Nas wants to see with the job.

Exelyon's suggestion of just having ranger's melee attack round delay countdown reset after each ranged attack are both solid suggestions I think Nas should at the very least take into consideration.
