They were working? GDit. I just started again on this server a couple weeks ago, bought one, found out they rarely work, didn't think to try.

Is there some way in game to tell they are active, other than attempting to use them?

Seems you no longer get "Hoe, Dinner jacket, Dinner hose" from Lower Jeuno, only the Witch hat & Pyracmon Cap. Also the moogle in lower jeuno is right outside mog house just named "moogle".
