Yes i get that, but something about that statement is incomplete. Does this same person also gain the bonus while in Windy as well?

You get a movement bonus in your home city if you're wearing an aketon, no matter what nation that aketon is for.

OK i got it. Did not know that... So basically any Aketon will work for your home nation but not for their item description. So extra aketons are a vanity item.

I believe so, I could definitely be wrong.

that doesn't reduce how rare the federation one is though.

I, a Sandorian, can put on your windy or bastok aketons and get movement bonus in sandy. But I, a Sandorian, will not get movement bonus in windy with a windy aketon or bastok with a bastok aketon. The 1st part probably should not be true. The second part makes sense.

True. I'm pretty sure having xped quite a few jobs 1-12ish in it that the crystal thing doesn't work either.

Yeah, it should really just work as: You wear your home nation aketon, and have increase speed in your home nation.

Nothing else should work.
