Isn't that how it worked on retail? Which isn't to say it shouldn't be changed, just that I'm not sure it's a "bug".
I remember Hide working on shedding the hate a THF had but not for an ally if other people had acted on it.
Quote from ffxiwiki Hide Status effect:
"In situations where multiple players have enmity from a monster, using Hide while having the most enmity will cause the monster to change targets to the party member with the second most enmity.
If the Thief is the only person with enmity, using Hide will cause the monster to de-aggro, and either walk back to its spawn area, or despawn altogether if it is too far from its spawn area."
Also someone d/cing when other members had acted on it never caused the mob to go unclaimed in retail.

Correct, it's a hate issue not an action issue. See my previous post (about asking the other tank to grab hate before the MT d/ced).
Its a Hate issue for THF hiding, its an action issue for d/cing based on my testing.
If THF is top hate and hides, the mob goes unclaimed regardless if anyone else has done anything to it.
If someone D/Cs and is the last person that acted on it, the mob goes unclaimed regardless if anyone else had done anything to it and regardless if that person is top hate or not.
Two totally different scenarios causing the mob to go unclaimed.
Logging and Hide, assuming mob doesnt not follow by scent, are both aggro wipes (done in different ways) so its still the same concept.
They are both aggro wipes yes, but they are different scenarios because THF has to have top hate to cause the mob to go unclaimed. D/Cing it doesnt matter who has top hate, if you made the last action and D/C the mob will go unclaimed. Top Hate vs last action two different things from a coding perspective.
