His proposal is just that once someone claims, everyone leaves the zone besides like a small group that could hold it if they wiped for reasons other than lag.

It's not a hard thing to type out, I'm not sure why he's acting like it is lol. And no, there's no "agreement" that is going to be reached.

and I'm fairly certain that Maseki's solution is to just basically make every setting in the game be as dumbed down as humanly possible to reduce the lag.

Probably character models displayed. The issue only happens when the game is trying to display 50+ models at a time (it can happen in Bubu burns as well, though the level isn't as extreme). If you tell the client it doesn't need to worry about displaying that many models, it should help.

I haven't tested that but that's my theory.

I also turn down every setting when I go to HNMs and it does seem to help. Albeit makes the game pretty stupid, and if you do it at like Behemoth... you sometimes have a hard time getting Behemoth to actually load on your screen.

Also about people leaving the zone and just leave a small amount to form an hold party in case of rage.. absolutely No , you need as many ppl as possible to try the claim after the wipe . It doesnt work.

It's at least worth a conversation. It'll probably take an hour or 2 to get together and talk. If we can't agree then no harm, at least it's an attempt to deal with this.
