Controlling two at the same time means literally one key stroke = both characters reacting. This rule was put into place because people would level two BLMs and keybind them to do the same thing so they could play both at the same time. It doesn't mean having two game clients open which are in no way connecting, which is what dualboxing is.

1. FFXI doesn't need to be fair.
2. Everyone has access to dualboxing in 2018 (hah, now 2019!). I don't think you can even buy a computer that can't dualbox now.
