Never had this issue before. Just returned after a couple years, did a fresh install. Usually you can move the camera around by putting the cursor at the edge of the screen, but it's not working.
The option is turned on in the in-game options.
I've tried various things within the out-of-game FFXI config and the Ashita config.

Switching the Keyboard Size in in-game Config>Misc2 from Compact 2 to Full fixed it.
