Under quick links i saw party funder where people list several jobs they want to xp on,how do you add your name to the list? Also does anyone look at that before they make an xp pty?

Put your flag up in-game and add a /seacom, AFAIK.

I don't normally look at it, personally.

I look at it all the time when making a party or looking for a replacement. I find it easier than doing in game searches.

Like they said, it's basically raising a flag up saying that you're looking for a party, and that flag is something that people can search by. For instance take this command:
/sea inv all 15-20
It means give me a list of all players level with level between 15 and 20 who have the looking for party flag up. That means that you contact the people who actually want to join a party and not just random people.
There are only two ways that people (that you don't know) will invite you to parties - if you have the flag up and/or if you're standing in a place which is known as a party gathering place (e.g. Valkrum Dunes OP). If it's not the case no one will ever invite you simply because they think you're not looking.

Oh, when you form your own parties (believe me, in a lot of cases you will have to take the initiative) you should also search by this flag, otherwise you'll be contacting a lot of random people who may either be in a party already or just going on with their solo business.
