I had this same issue but turned out I hadn't wow used up my last charge and was still under the bonus xp effect from it. Once that wore off, I was able to buy a new ring.

XP ring doesn't reset with conquest, it resets monday mornings. If you try now you should be able to recharge/reobtain.
