I've been unable to start this quest and talking to the reputation NPC tells me that I'm reputation 9.

No idea about the quest but can tell your the fame checker npc doesn't work. If it's fame locked, you may simply need to get more still.

I don't think that works either. Have you tested it? Once upon a time I was told it didn't and I've never noticed a price cut as my rep went up on certain items, but I guess I can't say I've ever tested it.

Reputation checking does work now. The problem previously was the mixed up text IDs (the same thing that made you 'obtain gil' when you got any key item). This is fixed if you're running the same version as Nas's installer.

Rep check not working existed before the Text ID issues iirc. If it truly does work now, that's awesome.
