Pretty sure this is a bug. I boarded the boat leaving mhaura. Immediately after the cutscene (as I'm still inside the boat), a pirate pugil came down from above and killed me. As I was laying there dead, contemplating my life choices, I saw the pugil go back through the deck. This is the end of the "bug" part, below is just a rant.

So what's a logical player to do? I tried to get to valkurm by going up to Jeuno first. Almost made it but ended up dead again. 2 deaths and a delevel later I'm back in windhurst thinking about how I'm going to attempt getting to valkurm tomorrow.

this is a known bug. nas has been working on a fix for it.

Yeah I went via jeuno around level 12, take some extra coin and maybe you can move your HP with you to help with the deaths.

The person I rode the boat from Mahura with got hit by this though I survived. we think it had something to do with doing the "recovering HP/MP" kneel when the cutscreen triggers.

No, it's a problem nonetheless.

Pugils detect by sound right. If I just don't move the whole time, will I be able to take the boat? Or will thepugil still aggro me?

It's not a pugil you should worry about. It's pirates. They will kill you no mater what if they spawn and you're a new player.
