The first bard quest "The Old Monument" appears to be bugged.

I talked to Mertaire he was sad bout gf, talked to Bki Tbujhja she said go to bubu, I went to bubu with parchment and slicked song runes, nothing. No cs, nothing. Tried to trade parchment, no Poetic Parchment. Went back to bar, Mertaire wont say anything and Bki Tbujhja doesnt talk about bubu anymore. Tried returning to song ruins after 24h and many zones for cs, nothing.

Cannot progress first bard quest past bubu song ruins = no bard job. Anyone else have this issue?

Assuming you were not the one to bring it up in naschat you are now the 4th person in 12 hours with the issue. Nabutso has kindly forwarded it along to Nas. Wait and see.

Nas should have been made aware of this by now. No eta on the fix but give it some time.

Just reporting in, ran into the same issue.

Looks like I'm not the only one this is happening to. I get the first part of the quest fine from jeuno, then go out to click on the song runes and nothing happens. Triple checked to make sure I followed the questline correctly to that point, which I had. Tried trading the parchment to the runes in bubu first, didn't work. Checked the runes on the valkurm side, also didn't work. Ran into some people later on while i was levelling bst in bubu who were having the same issue. I Tried not zoning in via the OP.. relogging.. updating client, no worky.

Yes, it's a known isssue.
