Im a returning player from around 2009 where I had quit, was wondering when is the best chance to get into a party based on the amount of people that are on. Currently just got into the dunes and am lvl 11 rdm.

I'd lean towards evening, though I've got another nugget of advice. Often parties aren't formed until at least 12, if not 13-14. 12 makes it bearable to fight lizzys, but they can still be rather difficult.
