If everyone has one because it's a pop item, it will lose its value. That will take a huge end game event out of the game completely to satisfy shells that don't want to put out the effort to get it with the other shells. If you want the gear, put in the work, fight through the lag, get mad at the server crashes, and try again the next day. Keep perusing and eventually you'll get it.
Drop rates for pop items could be set so that it doesn't devalue the items dropped from these mobs. While I also don't really want force pops, I would be totally fine with them being implemented in the interim until the lag is fixed.
