1. They come that way when they're crafted. Depending on crafting skill for that particular item, there is a chance for the item to come out as +1, +2, or even +3 if it exists for that item. Most gear is NQ (+0) or HQ1 (+1) only.
2. It's perfectly fine to spend conquest points on updated gear for whichever job you like. Once you're out of the very early levels, conquest points become a bit meaningless. Buying a lv 10 weapon for a new job is not a bad idea at all. Some of these are actually really good.
3. Get your healing magic even higher! 8 is really low. 8 is what you could have if you were like lv 2. To get healing magic up, cure more often. Also, MND stat improves curing too, but, you should focus much more on getting healing magic skill up. Each skill has a 'cap' which it can't exceed depending on your level and job. For a lv 10 RDM, I think you could have over 30 healing magic by now, or close to it.
4. You won't 'see' fame incrase - you may have fame mixed up with Rank. Rank is increased through completing Missions, which you can start by talking to one of the guards near any town exit, next to a Signet guy.
5. Yes. You want to complete all the supply quests at some point. Completing a supply quest lets you warp to that region's outpost by speaking to the outpost warp NPC in your hometown. In Bastok, I think the NPC's name is Conrad, and he's outside the Bastok Mines mog house. Some supply missions, like for Zulkheim, are really important to get you into popular EXP zones quickly.
6. Dia, Cure, and Protect are good - but consider also things like Slow and Paralyze soon, and also Cure II. Also, you shouldn't neglect your offensive elemental magic, like Stone, Water, Aero, Fire, Blizzard, Thunder etc. Red Mage has a high Enfeebling Magic cap, which means stuff like Slow and Paralyze are more accurate and last longer than a similarly equipped and skilled Black or White mage.
7. You can play all the jobs on one character, but you may run into issues storing all their gear. Take note that you can take any job to 75, including the starter ones - and those starter ones aren't necessarily bad in any way.
