Lots of the camps on this list are in TOAU or WOTG areas and IIRC Nasomi hiked mob levels up 1 or 2 across the entire server sometime last year and adjusted mob placement in a few areas as well. Treat retail guides as a general starting point, Nasomi isn't retail. If anything this is just driving home that we need TOAU mobs to not be level 99, there's tons of camps there and most are as good if not better than the alternatives outside TOAU areas. Its not that there aren't camps out there already, its that lots of them are a pain to get to, especially for newer players, have too few mobs on long respawn timers, suck in general due to TP spam or mob type, or any combination thereof.
There are other factors that affect which camps are used beyond whether or not the best camp is vacant, if the camp in question yields low exp/hr relative to alternatives for whatever reason, be it too few spawns, too much downtime or the mobs taking too long to kill, its just not going to get used often. People know where these camps are generally, most players are returning players, I don't think it's a matter of laziness or ignorance its a matter of not wanting to spend time at a sub-par camp getting 6k/hr when you could have an alternative. Widening the level sync range a little so its not at 10 all the time would probably help too but that's beating a dead horse at this point.
