So whenever your nation is ahead of another in conquest, you can buy rank items from other cities that are below your rank. So if youre rank 6 sandy, and youre ahead of windurst, you can purchase rank 5 and under windy items.

So right now with windy in second place, these should be purchasable by windurstians. However, since sandy is ahead of windy, any rank 9 or 10 sandorian should also be able to purchase these right?

I feel like this is a bug, but perhaps it's intended.

According to BG you can't purchase items from other nations if that item has a nation rank requirement:
