Having an issue, tried to fix it by myself and reading other forums posts with no progress.

I made a video of the issue as that is probably more informative than I could put into typed words.

Have closed the game and restarted my computer many times over the past several days with the issue persisting. I even turn it completely off while sleeping and at work.
