Completed the whole Windurst Section of this quest with no problems.

When I go to Sandoria Helaku at the consulate does not respond, I have access to Chateau d'Oraguille, which I do not think i should have access to before talking to the consulate, Halver does not respond at all inside either. Burning Circle is not active either so it does not seem like it skipped a few steps.

Basically it seems the mission is glitched at the 2nd nation part of it.

Steps 7+ are not functioning.

I'm on this mission currently but haven't gotten around to actually doing it. I'll try and do it in the next few days to see if it's bugged for me too.

I'm having similar issues, with the exception, I can't get the Windurst portion to work.

We just had someone report this same thing in IRC but it does work.

Go back and double/triple check you have talked to every NPC and have the correct KIs and see if it works for you.

Went back and tried the prior npcs on the windurst wing and back in Bastok on the Wiki. None of them are progressing the mission in anyway.

Currently, Melek in Windurst at the end of the windurst section does nothing when click, no text at all.

IN the sandoria bastok embasy Helaku does not respond at all when clicked. No Text.

Halver in Chateau d'Oraguille does not respond at all when clicked on. No text.

Had lure of the wildcat active, finished that quest. Still no response from the above npcs.

Last part of the quest that finished was the windurst segment, gave a quest complete sound when talking to Melek when finishing up that portion of the mission after they said to go to Sandy.

I didn't see Baraka mentioned, but that could very well be an oversight as you gave a ton of information (thank you for that!) She's located in Northern San d'Oria (K-10) Looks like the quest requires you to talk to her and then Helaku.

Talk to Baraka and then talk to Helaku (K-10) in the Consulate of Bastok in Northern San d'Oria.

To respond to Petz, I talked to Baraka several times.

Just says "Welcome to the Consulate of Bastok." Standard greeting when you talk to the npc.

I do not think I missed anything, pretty sure it is just bugged out. My guess is since I got the quest complete fanfare thing at windy it bugged out when I completed that portion of the mission. Not sure if there is anyway Nasomi can reset this mission to the start and I can just try the other path (Sandy to Windy), sorta out of ideas on what to try myself.

ok, so I'm from Bastok on mission 2-3, and did the windurst part no problems. I went to San D'oria, and got the cutscene with Lion. But I'm getting nothing from Helaku. I checked the BCNM hoping it'd let me in, but nothing. I'm going to complete Lure of the Wildcat Windurst, which I picked up after finishing the Windurst segment just in case that's the problem, but for right now I'm stuck.

I've also double-checked talking to everyone involved with the mission.

Any help would be appreciated, thank you.

I am also having this issue. I received the lion cut sence but now none of the NPCS will talk to me. I went back to windy and checked npc melek again, nothing, I tried to had the sword to the npc in geddius, nothing.

I am lost at what to do. Please help!

I am also having this issue in Sandy, Helaku will not talk to me and there is someone talkting to him telling me to go away they are busy, I really would like to get my airship pass. I got the cut scene with lion and have talked to everyone in the consulate. Any help would be most welcome.
The 2 char that are glitched are Tarzantom and Kodos.
