Me and a group of friends just started playing and i was wondering about HELM getting you banned if you dual box.
While we don't use 2 characters i do play with my roommate and my friend with hes wife and everyone has their own account.

So my question is are we allowed to fish or mine at the same time or would it seem like dualboxing since we share the same IP?

Right here in the rules:

Multi-boxing HELM Functions from the same IP. One HELM per household.

The answer is no.

If you all play together and need money then I'd suggest you guys just monopolize a high value NM like VE or LL or something. Or get into crafting.

This is not true. 2 characters on one account can not HELMF at the same time, this is not limited within people in a household. There are numerous people who have multiple people under one household and who both HELMF at the same time. Most of the times it best to notify Nasomi that you are doing this ahead of time, but typically you'll be fine.

You may be correct that typically you will be fine, but it is 100% incorrect to say that it is permitted under the rules. He even specifically addressed this issue in his latest Q&A: https://youtu.be/6aZw6OlAueU?t=2190

100% seen and read about people being punished for 2 HELM 1 household.

You can read 'household' as the IRS does, shop for a VPN, and keep everyone on their own machines. lol. Seriously, though, it is best to check in with Nas first to lock in his answer for your particular situation. Ambiguous rules never benefit the player here.

Whoops. Whats the point of letting multiple people play under an IP if they can't HELM? You're already letting them break the rule of having more than 2 players per IP out in the field.
