The issue I'm having is, even though I successfully finished the NM battle for the second SMN AF quest ("Class Reunion"), speaking to the NPC who is supposed to provide the AF item and allow me to complete the quest does nothing--he just gives his default spiel.
I even spoke to every NPC involved in the quest just in case, but to no avail.
I also experimentally disposed of the item that you use to enter the NM battle, and then spoke to the NPC who gives you a replacement item if you lose the item before finishing the battle--but nothing happened, which means that the game at least agrees that I did beat the NM. It's just not letting me reap the rewards.

Any assistance would be greatly appreciated.

Did you fight anything in Fei'yin on your way to the battle? I think if you did, you bugged the quest. This happened to be for the Warp II quest.

It's possible, but I don't think that's the issue here.
As a future reference for anyone going through Class Reunion (SMN AF2), be absolutely sure to touch the protocrystal again immediately after finishing the NM battle for a key item that you must have in order to finish the quest. This step was evidently removed from the game some time in 2006, but does seem to apply in Nasomi. Neglecting to complete that step at the time is what probably stunted the quest for me. Unfortunately, returning to the crystal and touching it now does absolutely nothing.
This is especially frustrating because I just narrowly managed to finish the battle (the one with the 6 sapling enemies) as a solo level 55 SMN, despite how most testimonials claim that it can't be soloed before level 60.

Again, I am desperately seeking any and all assistance.

Thanks for the offer, and I will let you know if I decide to try that.
In the meantime I can distract myself with other pursuits and maybe one day the help desk will get around to responding to my request.

If you're able to re-do the fight I can give you a hand with it, can /tell Sodaru or Silvos in game. I'm usually on hanging in Windy.
