Where's the Festive Moogle in San d'Oria to even start the event? I looked for like an hour and couldn't find them.

They were working? GDit. I just started again on this server a couple weeks ago, bought one, found out they rarely work, didn't think to try.

Is there some way in game to tell they are active, other than attempting to use them?
