Most of their accounts are banned. Now most of the remaining accounts don't have VPN or network accelerator, because they are afraid of being banned again. Even if they are using it, they don't want to tell me, because they are afraid that more people will know, which will cause many people to use the same VPN or network accelerator, and then they are blocked once because of the same accelerator or VPN.
Nasomi did say that the reason the IP was banned was because the chinese players using it and cheating did not bind their forum account to their in game account so nas couldn't figure out who was guilty and who isn't. You say your account is properly bound then you will be fine using a VPN. If something did happen, you could go to nas and he would see your account set up properly and if you weren't involved with the particular reason he did a ban wave, then you in theory will be fine.
