Spamming an action at a freshly-spawned mob tends to just do nothing (e.g., with a macro that does /targetnpc , /ja Steal<t>), and it stops you from being able to do that action for some amount of time after. Based off very limited testing, it works on even non-NM mobs (sometimes? needs more testing), and it doesn't look like it causes any feedback to the user other than their action just... not working. Using the action from the menu immediately upon spawn seems to work consistently (at least with the mobs I was farming last night) while macroing with /targetnpc kept locking me out. Of course, it could just be unrelated lag/etc., so more testing is needed.
The real question I have is whether or not the action delay is some fixed amount, or something variable/arbitrary? If it's always just some set amount of time (1500ms or w/e) then it just means the bots are going to have an even better advantage :\
