Back in mid 2018 when I started, I went on IRC to ask if deleting a character to make a new one to do scroll quests was allowed. Nabutso said it was. I did it a few times for some starting gil.

That deleted charid ended up getting reused by the speedhacker's latest char, which I imagine is how this whole thing got started.

Edit: For the record, you should apparently not delete your chars in general, regardless of the reason. And Nas has since clarified that the scroll thing is also against the rules, as the 'ONE character' per account thing means total, not at a time.
