What are the mechanics now?

5/5 merits in Nightingale gives "Spectacular Fast Cast" aka Instacast.

Base Cooldowns are 10mins, not 20.

Edit: There's most likely more but those are the most obvious issues that need changing.

It's making the songs cast gradually faster as you merit?

I couldn't speak to the 1/5 to 4/5 difference. What I can speak to is 5/5 gives you a chainspell like effect for all of your songs. Something that wasn't in era, 1st hand knowledge from a BRD bitch from 2008-2011.

It's a bit op for regular things as well but not really super crazy game changer except when it comes to claiming in the new claim shield system that seems to work only sometimes on some mobs and only on some types of claim. Sometimes abilities get shielded while spells do not so that turns brd into king claimer spammer with nightingale being equivalent to a 10 minute cooldown chainspell with 5/5 merits. It does still block spells but only sometimes. I think the shield should just work more often on more mobs and on both abilities and spells to achieve it's goal of making people wait to see the mob before getting to try to claim it.

Or raising the lower limit of the claim shield and have a larger range. Something like 1.2s - 5.5s as it was on retail so people just spamming are gonna get locked. Also gives a chance to our overseas friends who take a good 1-2s for stuff to even just load so it doesn't always pop purple to them. Currently claim shield feels something like .1-.9s or something ridiculously low.

But back to the original topic, nitro does feel broken but as most things on Nas that are broken we become so accustomed to it that it simply becomes the new "normal".

1/5-4/5 has an increasing proc rate on the instant cast (20% more per merit), with 5/5 being chainspell.

There's a pretty high ceiling for it but rarely does it ever get that triggered, as in everyone getting locked out. The lower limit is rarely low enough for an instant claim and the way that the claim shield works here is no where like in retail but in a way fundamentally the same.
