How do some of you armchair quarterbacks suggest he police the server considering he cannot tell who is who when 50 players are connected to 1 public IP? It's right there in the rules that this may happen. It's a private server, not Riot Games that spends millions and has systems in place both to protect their user base and intellectual property.

It's unfortunate that some upstanding Chinese players are getting banned. Considering the behavior of some of the non-Chinese players on the server, I don't think they are any more or less likely to cheat than NA players. There are always going to be false positives in any situation where certain criteria is used to automatically flag an event. These systems aren't perfect, and if there is a tragedy here it's not that there are false positives, it's that Nasomi has to spend so much of his time policing the server because there is so much rampant cheating going on. Some of you need to look inward. Some of you just need to go away.

The point is the system is flawed, and proves Nasomi didn't look at actual hard in-game logs beyond just those that were reported.
